In the 2nd paragraph, he mentions employment opportunities and flexibility and its benefits for the economy as a whole, a subject of concern for many in the current conjuncture. In the third paragraph, he addresses the issue of cost by showing how even an increase in taxes could be less than what Americans currently pay in premiums or income-deducted health coverage.
